Fingrid will not charge the balance service fee for December 2025 – this will be reflected on Herrfors customers’ bills
Fingrid has announced that it will not invoice the balance responsible parties for the balance service fee for production and consumption for December 2025. As of 1 September 2025, the balance service fee is €1.35/MWh excl. VAT (0.169 c/kWh incl. VAT), but it will not be charged for December because the reserve costs covered by the balance service fees have remained below the forecast level.
What does this mean for Herrfors customers?
Because the balance service fee will not be charged for December, the effect will be visible in customers’ December 2025 billing, for example as follows:
- Fixed-price open-ended contract: the energy price on the December bill may be lower than usual as the cost impact is passed on to customer prices.
- Spot+ contracts: for spot customers, the impact typically appears as a lower margin / lower total costs for December.
- New contracts: new contracts starting in December 2025 may begin with more favourable prices if the absence of the balance service fee is reflected in the pricing.
Why is this change being made?
The power system is developing rapidly, prices for reserve capacity fluctuate, and the need to procure reserves is increasing. This makes forecasting the costs of the balancing service more challenging. Fingrid is developing the reserve markets with the aim of increasing supply across all reserve markets and ensuring market-based system balancing in all situations.
